The low Annual Percentage Rate is very important when you transfering your balance from your old credit card to a new one. Some offers as low as 0% for six months, but you should compare the amount they charge as Balance Transfer Fee for the procedure itself.
Second and more important: check the APR they offer AFTER the introductory APR. You might loose again if you have to stay with your new credit card and you end up paying even more. You might start as low as 1.9% APR, but you might be forced to stay with an ongoing APR of 19.99%.
Third: All credit cards offer low APR credit cards ONLY if you qualify for it. Be sure your credit history is excellent, and always read the Terms and Conditions!
